PERSONALITY:
Pretty much the first thing anyone learns about in canon is that Usopp has a longstanding habit of lying. In the early days, this meant things like proclaiming himself to be captain of over 8,000 men, shouting out different attacks than he was using, resorting to tricks in big fights, and making up wild tall tales about accomplishments he'd never actually achieved, etc.
Some of it comes from a passion and talent for creativity, storytelling, and talking, because Usopp is a creative and socially-inclined person. Some of it boils down to Usopp using deception and exaggeration as another tool in his arsenal. Typically not in a cruel, malicious sense. Outside of tricking someone in a life or death battle, if he wasn't using a story to cheer someone up or relieve boredom, his old lies were often statements about the kind of brave person that he wanted to be, or... simply something better than the reality of a situation that he desperately wished was true.
At the end of the day, the bulk of his dishonesty has always tied into compensating for low self-worth. When he's at his lowest, no one in the world can think as lowly of Usopp as Usopp can think of Usopp-- to the point that when faced with an enemy capable of removing all the positive thoughts from a person, he was the only person in the main cast able to take those hits and immediately keep going. He's painfully aware of his shortcomings. There was a point where he quit Luffy's crew entirely, because his insecurities festered so much that he felt like the crew would eventually think he was more trouble than he was worth. He would rather be left behind than feel like he was being kept around out of pity, but he'd also rather leave the crew than be left behind.
Yeah, he might have some abandonment issues.
His inflated sense of pride, his stubbornness, and his desire not to be a burden came to a head in a very painful way, culminating in an outright fight against Luffy. It took a lot for Usopp to understand that Luffy and the others wanted him around just for being him. He hasn't had a moment of doubt or waning loyalty towards them on that front since he rejoined.
Usopp also has a longstanding habit of cowardice, for lack of any kind of better term. Things that he couldn't really understand, potentially dangerous new acquaintances, mysterious islands, giant sea creatures, etc., will typically find him hiding behind the nearest "monster" crewmate if things seem dangerous-- or if Luffy's not around to manage to pull him into a more excited, curious mindset.
The thing that's kept him from being a true coward is that he's always stepped up to the plate in the end. If his friend is in danger, if his pride is on the line, even if he doesn't stand a chance of winning, Usopp will fight when he's needed. He's a loyal friend, and willing to do anything he can for the people he loves. He canonically got slammed in the face with a 4-ton bat and stood back up to keep fighting just because his enemy laughed at Luffy's dream of being Pirate King. He'll do anything for the people he loves.
His self-worth issues and negativity are important parts of his character no matter where he is in canon, just as much as his lying and the fear he has to overcome, but they're also not everything about him. In fact, putting those aside, Usopp is normally a very cheerful and friendly person; one who strives to connect with others and make them laugh.
Usopp is emotionally driven, and he doesn't do it by halves. He empathizes easily, wears his heart on his sleeve, and is usually one of the most openly moved people in the crew when it comes to the stories of others, often to the point of tears. He'll throw himself into immature goofing around with Luffy and Chopper in a heartbeat, eager to laugh and play and have fun. After a childhood that was pretty lonely, he's a huge extrovert and extremely talkative. Usopp enjoys getting attention just about any way he can. If there's something to be scared of, he'll be right there yelling about how scary it is. If he's angry or insulted, he makes it obvious.
He's curious and intelligent, too. What Usopp lacks in strength, he tries to make up for through quick-thinking and creativity. There are characters with more brainpower in canon, but Usopp has always done fairly well for himself. He'll utilize tools or the terrain around him sometimes in ways that are unconventional, and usually he'll have to come up with a secondary plan on the fly. He designs his own weapons and basic ammunition, as well as creating the Clima Tact weapon that Nami uses. He's practical and level-headed when he doesn't feel the need to be freaking out, and asks lot of questions in new, confusing situations. He enjoys learning new things and picking up skills, from incorporating technology into his arsenal to learning about ship repair-- a jack of all trades and master of none.
So basically, Usopp is a social, excitable, creative, and curious person. He has problems with self-worth and a lifelong habit of lying, both to himself and others. He empathizes easily and will reach out to others just as easily. Usopp's biggest struggles are often against his own fear and sense of pride, though he's a lot braver than he gives himself credit for. His dream is to be a brave warrior. He's loyal to his crew over anything, as defensive of their dreams as he is of his own, and willing to do whatever it takes to get them where they're going, too.
